1. 2013年4月25日TCG總理蔡吉源率團於美京華府NPC召開國際記者會(International Press Conference)公開宣布成立臺灣政府(TG)，要求各方根據聯合國憲章第73條的規定支持臺灣高度自治。5月底6月初即將國際記者會錄影錄音DVD寄達UN秘書處及192個會員國駐UN代表辦公室備案。
2. 2013年7月20日TG駐美代表Te Lin，對美國國務院提出TG合法化申請案。
3. 2013年8月20日國務院提出之TG合法化申請案，經Barack Obama總統簽署，逕送參議院審議。
4. 參議院派員到台灣了解TG運作情況兩年後，於2015年8月將Obama簽署送達之TG合法化申請案，排入10月份參議院院會議程討論審議通過。
5. 同時，Obama總統隨即請長山先生代表白宮向聯合國秘書長潘基文(Ban Ki-moon)表示: 美國將全力支持台灣加入UN的意願。潘基文隨即組成臺灣加入聯合國審查委員會召開會議. 北京立即以台灣是中國的一部分為由，提出反對意見。UＮ秘書處乃發文給中國，限期半年，請其提出法律文件，證明台灣是中國的一部分。 中國拖延八個月。未能提出任何文件證明。聯合國乃將台灣列名於會員國名單內，但是因為台灣同胞尚未從國共民三黨詐騙洗腦中普遍覺醒，還在支持非法中華民國的總統選舉，以致【台灣自治政府】一直遭到中華台北流亡政府封殺，未能浮出檯面，聯合國秘書處，只好將台灣暫時放在尚未成為自治體或主權國地區的準會員名單之內。
6. 2020年9月20日TG成立台灣解殖委員會(詳附件一)，發第四函給UN要求UN提供協助台灣解殖的工作(詳附件二)。

主旨: 台灣政府應組織解殖委員會向聯合國求助(Organizing TCD to call for helps from UN)。
說明: 根據UN Resolution 1514(XV)解殖法，台灣解殖委員會只要有三個委員以上就可以代表昏睡中的台灣人，去向UN要求協助被殖民的本土台灣人，解除偽中華民國流亡在台灣殖民組織的行政管轄權，讓台灣先自治，後自決建國。
討論 (Discussions):
CY Tsai: 我們完全了解【解殖】對台灣自治建國的重要性。苦於長期被洗腦的台灣同胞都還沒充分覺醒，仍然瘋狂於中華民國的中央選舉，只能在組織發展和啟蒙教育兩方面做最大的努力。加上台灣政府在2013年5月於台中市設立辦公室以來，為防範被中傷、抹黑、破壞．從未對外募款，經費奇缺，人力不足，無法應付各方面的需求。雖有解殖的觀念，迄無積極行動的經驗。幸而三個星期前，從網路閱讀UN1514(XV)解殖決議文，才恍然大悟!
TR Chen: 目前九月五日召開2020臨時國會後，台灣政府組織架構逐漸完善化，人才徵集也比以前好很多。此時加緊向聯合國爭取應該還是很有助益才對。
CY Tsai: 正確! 既然三個人就可以成行，就讓我們儘快組織一個台灣解殖委員會！有沒有人附議?

決議 (Resolution):
推派CY Tsai為台灣解殖委員會召集人。
屏東的KL Tsai台北的Mayau和台東的MH Huang三人應邀，擔任台灣解殖委員會委員。
暫時低調作業，機密行事，以防遭遇破壞。待發函給相關單位有回應後，再視組織需求決定作業方針。

Dear Secretary-General,
Three and half years ago, on April 18, 2017, I sent the third letter of petition to your office. In that letter I enclosed 6 other documents: The Declaration of setting up Taiwan Government on Taiwan Autonomy (in Chinese) to China and the all the members of UN on April 25, 2013; The Declaration of Taiwan Government to ROC and Taiwan people, on July 7, 2014; The Declaration of Taiwan Government to USA on March 3, 2016; The Simple History of Taiwan Government; The Speech of President Pro Tempore of Jack Yang, the Provisional Congress of Taiwan Government, at 3rd Conference of Provisional Congress; and The second letter of petition to Secretary General, Mr. Ban Ki-Moon.
Now, three and half years has passed, Taiwan Question became a well-known
Gun-Powder Depot of the world. Because Taiwan is still colonized illegally by Chinese refugees’ armed organization, Chiang Kai-Shek (CKS) Group, called Taiwan Authority of China by PCA, Hague, Holland in July 2017 and so called ROC in Taiwan. As a leader of non-violent revolutionary organization, I have the duty to ask for helps from you.
Firstly, only if Taiwan has been decolonized then peace in East Asia appears. Taiwan Government (TG) is matter to both USA and UN. Because of endless suppressions from ROC colonizing regime and the Fifth Column of China Communist Party, TG is still a small and weak group but we will make any endeavor to cooperate with you to peacefully treat Taiwan Question.
Secondly, TG has organized “Taiwan Committee on Decolonization” (TCD) on September 20 this year. According to UN Resolution 1541(XV) of 14 December 1960, TCD was set up in order to execute the Clauses of 1514(XV) provided to us. Please read the attached Appendix 1, the first meeting minutes of TCD meeting four days ago.
Thirdly, UN Resolution 1541(XV) of 14 December 1960 is new to me. I did write a book on “Taiwan: Decolonization and Self-Determination” in Chinese in the end of 2019 when I was forced to stay at home because of backbone surgical operation. And, I happened to read a short paper on UN Resolution 1514(XV) (in Chinese) in the end of the last August. It pushed me to make use of Google search engine to find the details in English. As far as you know, all the documents (in Chinese) translated from English by Chinese in Taiwan are rough and incorrect, such as UN Charter, SFPT, and TRA; in order to fraud the people of Taiwan. To Chinese, inhabitants(土著), peoples(民族), and people(人民) are all translated into “人民” to purposely confuse the Taiwan people and to get them into a mess.

Please note decolonization is a matter of great urgency to Taiwan people right now. Without helps from UN and USA Taiwan decolonization is mission impossible to the secularly brain-washed Taiwan people.
